எழுதிக்கொள்வது: பத்ரி

வன்னியன்: இட ஒதுக்கீடு, குறைந்த அளவு மதிப்பெண்களுடன் கல்லூரியில் சேர்க்கப்படுதல் என்பது மட்டும் கோபத்துக்குக் காரணமாக இருக்கக் கூடாது. இன்றும் இந்தியாவில், முக்கியமாக தமிழகத்தில், பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட, தாழ்த்தப்பட்ட மக்களுக்கு வெவ்வேறு தகுதி மதிப்பெண்கள் உள்ளன. ஒவ்வொருவரின் இட ஒதுக்கீட்டுக்குள் வெவ்வேறு தகுதி மதிப்பெண்கள் உண்டு.

சமூக ஏற்றத்தாழ்வுகளை சரிக்கட்ட இட ஒதுக்கீடு அவசியம்.

அது இந்தியாவாக இருந்தாலும் சரி, இலங்கையாக இருந்தாலும் சரி அல்லவா?

சிங்களவர்களே எமது பக்கத்து வீட்டுகாரர்கள். அவர்களுக்கும் எமக்கும் இருக்கும் தொடர்பே நாம் மற்றய எந்த இனத்துக்குகிடையான தொடர்பை விட இறுக்கமானது, முக்கியமானது. வரலாறு இற்றைய சூழலை எப்படி உருவாக்கியத்தென அறியவது முக்கியம்தான், ஆனால் பண்டைய வரலாற்றை எல்லாம் பிரச்சினையை பூதமாக்கும் காரணிகளாக நாமே உருவாக்கிவிடக்கூடாது.

இலங்கை விடுதலை அடைந்த பொழுது தமிழர்கள் ஆதிக்க, அந்நிய சக்தியாக சிங்களவர்களால் உணரப்பட்டார்கள். இதில் உண்மையும் உண்டு. ஆங்கில காலணித்துவ தந்திரங்களின் படி பெருன்பான்மை இனத்தை பலம் பெறாமல் வைத்திருப்பதும், மற்றும் அவ் நாட்டவரை (பெரும்பாலும் சிறுபான்மை இனத்தவரை) சிவில் சேவைக்கமர்த்தி நாட்டை ஆள்வதும் அடிப்படை தத்துவங்கள். அவர்களின் கைநூல்களே (The Dual Mandate in British Tropical Africa-Lugard, Frederick John Dealtry Lugard) இதற்க்கு நல்ல சான்று.

விடுதலை அடைந்த உடன் அவர்கள் அவசரப்பட்டு சிங்கள சமூகத்தினருக்கு சம சந்தர்ப்பத்தை எற்படுத்த அமுல்படுத்திய குறைபாடான திட்டங்களே (Affirmative Action Policies - பத்தி குறிப்பிட்டது போல) இன்றைய பிரச்சினைகளின் முக்கிய காரணிகள். நாமும் ஆங்கிலேயருக்கு அடிவடிகளாக செயற்பட்டதன் மூலம் எமது சிங்கள நன்பர்களுக்கு துரோகிகளாக ஒருமுறை இருந்திருக்கின்றோம். பின்னர் அவர்க்ளும் பல கொடுமைகளை எமக்கு இளைத்திருக்கின்றார்கள். இன்று, இவற்றிலிருந்து மீண்டு ஒரு ஒற்றுமையான இலங்கையில் எப்படி வழலாம் என்று முயல வேண்டும். மேலும், நாம் எம் கதையாடல்களின் சிங்களவர்களை எம் பரம எதிரிகளாக சித்தரிப்பதை கட்டுபடுத்த வேண்டும்.

புரிந்து கொண்டேன் பத்ரி!
தனியே இட ஒதுக்கீடு என்பது பிரச்சினைக்குரியதாக இருக்கவில்லை. இதுபற்றி நான் எழுதுவது சரியன்று என்பதைப் புரிந்துகொண்டேன். வேறு யாராவது சரியாக வெளிப்படுத்த முனையவும். எனக்குப் புரிகிறது, இது தமிழகத்தில் இடஒதுக்கீட்டுக்கு எதிரான நிலைப்பாட்டை நியாயப்படுத்தக் கூடிய பதிவாகப் பார்க்கப்படக்கூடுமென்பது.
 

மேலே:
நான் பிளை என்று கூற வரவில்லை. அவற்றை அவசரப்பட்டு இலங்கை அரசு அமுல்படுத்திய முறைகள்தான் பிளை. அத் திட்டங்களை பற்றிய பத்திரியின் கருத்துக்கள் சரியானவையே.
 

நற்கீரன் நன்றாக் கூறினீர்கள். வரலாற்றை எழுதுபவர்களில் பலர் (தமிழர்களாயினும் சிங்களவர்களாயினும்) சரி தமது கருத்து சௌகரிகங்களுக்கு ஏற்ப வரலாற்றை திரித்து/ தகவல்களைத் தெரிவு செய்து கூறுவார்கள். இது அவர்களின் தீவிர கருத்துகோள்களை நிறுவ உதவும். ஆனால், பிரச்சனைகளின் ஆழ அகலங்களை அறிய முயல்பவருக்கு சிறிதேனும் உதவுவதில்லை. இவர்களின் செயல்கள் இன உணர்வுகளித் தூண்டுமேயொளிய பிரச்சனைகளை தீர்ப்பதற்கு ஒரு அடியேனும் முன்னேற விடுவதில்லை.

மேலும், வன்னியன். உங்களது தரவுகளை எங்கிருந்து பெற்றீர்கள் என அறிய ஆவலாகவுள்ளது. என்ன அறிவுக்கு எட்டியவரையில் தரப்படுத்தல் தமிழர் சிங்களவர் என்ற அடிபடையில் கொண்டுவந்து அமுலாக்கபடவில்லை. இது மாவட்ட/ பிரதேச அடிப்படையில் கொண்டுவரப்பட்ட திட்டம். அதாவது ஒரு பிரதேசத்துக்கு இத்தனை மாணவர்கள் என்ற அடிப்பைடையில்.( இதில் பிரதேசங்களின் சனத்தொகையும் கணக்கிலெடுக்கப் படுகிறது.) இதில் யாழ்மாவட்ட (தமிழ்/ முஸ்லீம்) மாணவர்களுக்கு ஒப்பீட்டளவில் கூடிய தேர்வுப்புள்ளிகள் தேவைப்பட்டது உண்மையே. ஆனால், தமிழர்கள் செறிந்து வாழும் முல்லைத்தீவு, திருகோணமலை, மட்டகளப்பு, மலையகம் போன்ற பிற பிரதச மணவர்கள் ஒப்பீட்டளவில் குறைந்தபுள்ளுகளுடன் பல்கலைககழகத்துகு சென்றுள்ளனர். இருப்பினும் இந்த தரபடுத்தல்முறை பிரதேச அடிப்படையாக் கொண்டாலும், தமிழ் மாணவரை ஒடுக்கியது என்று தரவுகளுடன் நீங்கள் நிறுவுமிடத்து அதை ஏற்றுக்கொள்ள எனக்கு எவ்வித தயக்கமுமில்லை. இச்சட்டம் இப்போதும் அமுலில் இருக்கிறது.இத்திட்டத்தின் அடிப்படையில் தான் யாழ் பிரதேசத்தில் மணவர்கள் இப்போது பிற பிரதேச மாணவர்களின் பார்க்க குறைந்த புள்ளிகளுடன் பல்கலைக் கழகங்களுக்குள் நுழைகிறார்கள். எனது வாசிப்புகும் சிற்றாய்வுகளுக்கும் எட்டியவரையில், இந்த்த திட்டம் தமிழ் மணவர்களை ஒடுக்கும் திட்டமேயல்ல.

சிங்கள் மொழிச் சட்டம், தமிழர் பிரதேசங்களி நடத்தப்பட்ட திட்டமிட்ட சிங்களக் குடியேற்றங்கள் முதலியவே தமிழர்களை இன ரீதியாக ஒடுக்கிய சட்டங்கள்/ திட்டங்கள் என்று கூறலாம்.

தமிழகத்திலுள்ள இட ஒதுக்கீடு வெறுமனே சமூக ஏற்றத்தாழ்வுகளைச் சரிக்கட்ட அமைந்தது அல்ல, அவை வரலாற்று ரீதியாக இழைக்கப்பட்ட சமூக ஏற்றத்தாழ்வுகளைச் சரிக்கட்ட அமைந்தவை. இன்று இடஒதுக்கீட்டால் பயன் பெறும் சாதிகள் முன்பு இன்று இடதுக்கீட்டால் பாதிக்கப்படும் சாதிகளால் ஒடுக்கப்பட்டு (சமீன் முறப் பின்னணியில்) முன்னேற முடியாமல் போனவை. ஆனால் இலங்கைத் தமிழர் சிங்களரை வரலாற்று ரீதியாக ஒடுக்கியதில்லை. காட்டாக இந்திய மத்திய அரசால் நடத்தப்படும் பல்கலைக் கழகங்கள் () பீகாரிலிருந்து விண்ணப்பிக்கும் மாணவர்களுக்கு தமிழக மாணவர்களைப் பாதிக்கும் வண்ணம் இட ஒதுக்கீடு வழங்கினால் எப்படி இருக்கும்?

அத்தோடு தரப்படுத்தலும்(இட ஒதுக்கீடு) ஒரு காரணியே ஒழிய அது மட்டும் அல்ல.

என் கருத்துப்படி மாவட்டரீதியாகப் பிரித்து மிகவும் பிழை. ஏனெனில், ஒவ்வொரு மாவட்டத்துக்குள்ளேயெ கிராமப் பகுதி நகரப் பகுதியின் கல்வி கட்டமைப்பு வசதிகள் வேறுபட்டவை. யாழ் மாவட்டதிலே ஏறத்தாழ் அரைவாசி ஈழத்தமிழர் வாழ்ந்து வந்தனர். அதோடு நீங்கள் சொல்வது போலே, மாவட்ட ரீதியாக பிரித்தது போல் தான் எனக்கும் நினைவு. ஆனால் வழைமை போல் இதிலும் தமிழர்க்கு பாதிப்பு வரும் வகையே சிறீலங்கா அரசால் இத்திட்டம் வகுக்கப் பட்டது எனத் தமிழர் கருதினர்.

THE UNIVERSITY ADMISSIONS POLICY FOR LOCAL CANDIDATES
Academic Year 2004/2005

The following admission policy will apply in respect of the academic year 2004/2005for the normal undergraduate intake to Universities.
(A)
Selection of Students will be done on the basis of rank order on average Z Scores obtained by candidates at the 2004 GCE (Advance Level) Examination. The Commissioner General of Examinations, who is the examining authority for the GCE(A/L) Examination, has already made the Z Scores available to candidates.
(B)
Minimum requirements for admission:

Candidates who are pronounced eligible by the Commissioner General of Examinations should have obtained

(a) at least 'S' grades; in all three approved subjects; and

(b) a minimum mark of 30% for the Common General Paper

Note: Candidates who are pronounced ineligible by the Commissioner General of Examinations due to not satisfying (b) above are also allowed to apply for university admission only if they have satisfied or would satisfy the said requirement at any attempt within the three attempts allowed to sit the G.C.E. (A/L) Examination for the purpose of university admission.


(C)
Admission criteria;
(i) In the cIn the case of Arts courses (i.e. Arts, Arts (SP), Arts (SAB), Peace & Conflict Resolution), admission will be made on an all island merit basis subject to the condition that the total number admitted from a given district will not be below the total number admitted from that district in the base academic year namely: 1993/94.

(ii) Admission to courses of study in Ayurveda, Unani & Siddha Medicine will be made on an all island merit basis.

(D)
Admission to all courses other than the courses stated in (i) and (ii) above will be made on dual criteria, namely:

All Island Merit, and
Merit on District basis

Under All Island Merit Criteria
Up to 40% of the available places will be filled in order of Z Scores ranked on an all-island basis.
Under District Merit Criteria
(ii) Up to 55% of the available places in each course of study will be allocated to the 25 administrative districts in proportion to the total population, that is, on the ratio of the population of the district concerned to the total population of the country.
(iii) A special allocation up to 5% of the available places in each course of study will be allocated to the under-mentioned 13 educationally disadvantaged districts in proportion to the population, that is, on the ratio of the population of the each such district to the total population of the 13 districts.

The number of places allocated on the district merit quota given in (ii) and (iii) above will be filled in order of Z Scores ranked on the district basis
Note : In selecting students for a given course of study, it will be ensured that the quota allocated to any district under (ii) and (iii) above will not be below the quota in the base Academic Year, namely 1993/94.
(E)

A limited number of students will also be admitted on special grounds as specified in Paragraph 18 (a),(b),(c),(d),(e) and Paragraph 19 in PART TWO of the Handbook issued with the application, subject to the conditions set out therein.

(F) Determination of Districts of Candidates
The district of a candidate will be the district of location of school(s) in which the candidate was enrolled (on the basis of school records) for the maximum number of days during the three-year period ending on the last day of the month immediately preceding the month in which (s)he sat the G.C.E. (Advanced Level) Examination to qualify for admission.

Provided however, the district of a candidate who has been enrolled in a school/schools for a period of less than one year during the three - year period stipulated above will be determined on the basis of the location of school/schools in which he/she had been enrolled (on the basis of school records), permanent place of residence of the candidate and other evidence as decided by the UGC.

In the case of a candidate who sat the G.C.E. (A/L) Examination as a school candidate, the Head of the school concerned should certify, on the basis of school records, the accuracy of the information provided by the candidate. Every candidate, who sat the G.C.E. (A/L) Examination as a private candidate, should send along with his/her application for admission, his/her School Leaving Certificate or Pupil’s Record Sheet and documentary evidence on permanent place of residence, e.g. extracts of Electoral Register, Grama Niladhari Certificate and other relevant documents.

7 SUBJECT STREAMS AND COURSES OF STUDY


7.1 Subjects available at the G.C.E (Advanced Level) Examination are classified into four (4) streams as follows:-



(1) Arts

(2) Commerce

(3) Biological Science

(4) Physical Science



7.2 The courses of study available in the universities corresponding to each of the above streams (subject to fulfilling subject prerequisites stated in paragraph 8 below) are as follows: -

8 SUBJECT PRE-REQUISITES FOR COURSES OF STUDY


In addition to the minimum requirements for admission stated in paragraph 3.2.2 above, candidates have to fulfil certain subject prerequisites at the G.C.E (A/L) Examination in order to qualify for admission to a particular course of study. Particulars regarding these requirements are given below;



8.1 ARTS STREAM


8.1.1 Arts
(Proposed total Intake - 4260)



In order to be eligible for admission to a course of study in Arts, a candidate should have obtained at least ‘S’ Grades in three subjects listed below, subject to the following conditions;



(i) Candidates should have offered at least one subject (they may if they wish select two or all three subjects) from Social Sciences / Applied Social Studies, provided that;



(a) no candidate should have offered the related Civilization when he/she has offered a religion classified under “Religions & Civilizations” as a subject.



(b) no candidate should have offered more than two of the subjects classified under "Aesthetic Studies"



(c) no candidate should have offered more than two subjects classified under “Languages” except in the case of candidates offering subjects classified under “National and Classical Languages”



(ii) The requirement given in (i) above does not apply to candidates who have offered;



(a) either three "National Languages" (Sinhala, English and Tamil) or a combination of National and Classical Languages which includes at least one National Language (e.g. Sinhala, Pali and Sanskrit or English, Greek and Latin). However, no candidate should have offered three Classical Languages.



(b) two languages with the third subject from either Social Sciences /
Applied Social Studies, Religions/Civilizations or Aesthetic Studies.

8.1.2 Arts (SAB)

(Proposed Intake - 175)



Candidates who have satisfied the minimum requirements for admission in any of the subject streams i.e. Arts, Commerce, Biological Science and Physical Science are eligible to seek admission to follow a three year course in Arts (SAB) leading to following degrees at the Sabaragamuwa University;



(a) Bachelor of Arts (Social Sciences)

(b) Bachelor of Arts (Languages)



However, when selecting students it will be ensured that at least 50% of the intake will be from the students in the Arts Stream.

8.1.3 Arts (SP)
(Proposed Intake - 65)



The University of Colombo (Sripalee Campus) offers the following degree programs which are of four years’ duration.



B.A. Special Degree in Performing Arts

B.A. Special Degree in Mass Media



In addition to the minimum requirements for admission stipulated in paragraph 3.2.2 of this Handbook, an applicant should have;



(a) offered three subjects given in paragraph 8.1.1 above, provided that a candidate has not offered;



more than two languages

more than one of the religions & civilizations

more than one of the following subjects ;



Accounting Business Statistics

Business Studies Economics



and

.

(b) a pass in English at the G.C.E (O/L) Examination. Candidates are required to submit the G.C.E (O/L) Certificate along with the application. Failure to submit it within one month of the closure of applications will result in rejection of the application for Arts (SP).

and



(c) a pass in the Aptitude Test conducted by the Sripalee Campus of the University of Colombo



The Sripalee Campus of the University of Colombo will publish a press notice calling for applications to sit the Aptitude Test. Candidates may contact the Senior Assistant Registrar of the Sripalee Campus at Horana for further particulars.





8.1.4 Peace & Conflict Resolution

(Proposed Intake - 30)



Candidates who have satisfied the minimum requirements for admission having offered any three subjects available at the G.C.E. (A/L) Examination are eligible to seek admission to follow a three year course leading to a Degree in Bachelor of Arts at the University of Kelaniya.



NOTE:Candidates who have offered subjects in the Arts Stream at the G.C.E (A/L)Examination may note that they could also seek admission to courses in Law / Built Environment / Design (Architechture) / Textile & Clothing Design / Management Studies (SV) / Quantity Surveying / Information Technology / Town & Country Planning provided that they have fulfilled the entry requirements for those courses of study.





8.2 COMMERCE STREAM

8.2.1 Management Studies / Public Management (Administration)/ Estate Management & Valuation / Commerce
(Proposed Intake: Management - 2210; Public Management (Administration) – 50; Estate Management & Valuation – 50; Commerce - 555)



In order to be eligible for admission to a course of study in Management Studies, Public Management (Administration), Estate Management & Valuation and Commerce, a candidate should have offered;



(i) Business Studies; Economics and Accounting

or



(ii) At least two subjects from the subjects given in (i) above;



and the third subject from the following;



Agricultural Science Geography

Business Statistics German

Combined Mathematics History

Elements of Political Science Logic & Scientific Method

English Physics

French



Candidates should note that some degree programs such as Accountancy and Finance require that students offer Accounting as a subject at the G.C.E. (A/L) Examination.

8.2.2 Management Studies (SV)

(Proposed Intake - 250)



Candidates who have satisfied the minimum requirements for admission in any of the subject streams i.e. Arts, Commerce, Biological Science or Physical Science are eligible to seek admission to follow a degree course in Management Studies (SV) at one of the following Universities. However, when selecting students it will be ensured that at least 75% of the intake to the Sabaragamuwa University and at least 60% of the intake to the Vavuniya Campus of the University of Jaffna will be from students in the Commerce Stream. Students admitted to a three year degree programme may proceed to the fourth year if they so desire and satisfy the requirements of the University. In the fourth year students are required to offer extra modules of courses relevant to the areas of specialization as determined by the Faculty/Senate of the University. Degree programs offered by these Universities are as follows;



Sabaragamuwa University:

B.Sc. (Business Studies) with fields of specialization in Financial Management, Business Management, Marketing Management and Tourism Management.



Jaffna University (Vavuniya Campus):

B.B.M. (Accountancy & Finance Marketing Management / Business Economics)



NOTE

Candidates are selected by the UGC for admission to a degree programme in Management Studies, Public Management (Administration), Estate Management & Valuation, Management Studies (SV) or to a degree programme in Commerce. The relevant Faculty of the University to which the student has been admitted will make selection for a particular course within Management Studies on a criterion determined by them.

Candidates who have offered the subjects in the Commerce Stream at the G.C.E (A/L) Examination may note that they could also seek admission to the courses of study in Law / Quantity Surveying / Arts (SAB) / Information Technology / Built Environment / Design (Architecture)/Textile & Clothing Design / Town & Country Planning / Peace & Conflict Resolution provided that they have fulfilled the entry requirements for those courses of study.



8.3 BIOLOGICAL SCIENCE STREAM




8.3.1 Medicine / Dental Surgery / Veterinary Science
(Proposed Intake: Medicine - 905; Dental Surgery - 75; Veterinary Science - 75)


In order to be eligible for admission to a course of study in Medicine / Dental Surgery/ Veterinary Science, a candidate should have obtained at least ‘S’ Grades in each of the three subjects listed below;



Biology Chemistry Physics



8.3.2 Agriculture
(Proposed Intake - 785)


In order to be eligible for admission to a course of study in Agriculture, a candidate should have offered one of the following combinations of subjects and obtained at least “S” Grades in the three subjects offered.



(i) Chemistry; Physics; and Biology

(ii) Chemistry; Physics or Mathematics; Biology or Agricultural Science

(iii) Chemistry; Biology; Agricultural Science or Mathematics



The four-year courses leading to B.Sc. (Agriculture) are offered by the following Universities;



University of Ruhuna Eastern University, Sri Lanka

University of Jaffna Sabaragamuwa University of Sri Lanka

Rajarata University of Sri Lanka Wayamba University of Sri Lanka



The University of Peradeniya offers a 4 year degree course leading to B. Sc. Agricultural Technology and Management.





8.3.3 Food & Nutrition

(Proposed Intake - 75)



The admission requirements for this four-year programme leading to a Bachelor of Food Science Special Degree offered by the Wayamba University of Sri Lanka are the same as for Agriculture. (See Paragraph 8.3.2)



Fields of specialization available are;



Food Science & Technology Aquaculture & Fisheries

Livestock & Avian Sciences Applied Nutrition

8.3.4 Food Science & Technology

(Proposed Intake – 50)



In order to be eligible for admission to a course of study in Food Science & Technology, a candidate should have passed in Chemistry, Physics and Biology.



The duration of the course of study is of 4 years and on successful completion the University of Peradeniya will award a B.Sc. (Food Science & Technology) Degree while the University of Sri-Jayewardenepura will award a Bachelor of Applied Science (Food Technology) Degree.



8.3.5 Ayurveda /Unani /Siddha

(Proposed Intake – Ayurveda – 200; Unani – 35; Siddha - 50 )



In order to be eligible for admission to a course of study in Ayurveda/Unani/Siddha; a candidate should have passed in Biology, Chemistry and Physics. The course of study in Ayurveda leading to a Degree in Bachelor of Ayurvedic Medicine and Surgery (B.A.M.S) is available at the Institute of Indigenous Medicine of the University of Colombo and Gampaha Wickramarachchi Ayurveda Institute of the University of Kelaniya. The course of study in Unani leading to a Bachelor of Unani Medicine and Surgery (B.U.M.S.) is available only at the Institute of Indigenous Medicine of the University of Colombo. The course of study in Siddha Medicine leading to a Degree of Bachelor of Siddha Medicine & Surgery (B.S.M.S) is available at University of Jaffna.



Duration of the courses of study in Ayurveda, Unani and Siddha is six years, which includes 05 academic years and 01 year (final) internship.



8.3.6 Biological Science

(Proposed Intake - 910)



In order to be eligible for admission to a course of study in Biological Science, a candidate should have obtained at least ‘S’ Grades in Biology, Chemistry and in one of the following subjects;



Agricultural Science Mathematics or Combined Mathematics

Higher Mathematics Physics



8.3.7 Nursing

(Proposed Intake – 25)

In order to be eligible for admission to a course of study in Bachelor of Science in Nursing, a candidate should have obtained at least ‘S’ Grades in each of the 3 subjects listed below;



Biology Chemistry Physics



The duration of the course of study is 4 years and on successful completion the University of Sri - Jayewardenepura will award a B.Sc. in Nursing Degree.









8.3.8 Applied Sciences (Biological Science)

(Proposed Intake - 170)


The admission requirements are the same as for Biological Science (see paragraph 8.3.6). The following degree programmes are available at the following Universities;



B.Sc. Natural Resources - Sabaragamuwa University (Uva Campus)

B.Sc. Food Sc. & Technology - Sabaragamuwa University (Uva Campus)

B.Sc. Biological Sciences - Rajarata University

* B.Sc. Health Promotion - Rajarata Univrsity

B.Sc. Environmental Science - University of Jaffna (Vavuniya Campus)



* The new course of study in Health Promotion leading to a Bachelor of Science degree introduced from this year is offered by the Rajarata University of Sri Lanka. Intake to this degree programme is 25.





NOTE



The respective Faculties of the University to which the student has been admitted will do the selection for a particular degree programme within a University.



Candidates who have studied in the Biological Science Stream may note that they could also seek admission to Law / Built Environment / Design (Architecture)/Textile & Clothing Design / Management Studies (SV) /Arts (SAB)/ Quantity Surveying / Information Technology / Management & Information Technology / Town & Country Planning / Peace & Conflict Resolution, provided that they have fulfilled the entry requirements for those courses of study.





8.4 PHYSICAL SCIENCE STREAM


8.4.1 Engineering (MPR)

In order to be eligible for admission to a course of study in Engineering (MPR), a candidate should have obtained at least ‘S’ Grades in each of the three subjects set out below;

Admission requirements for this course of study, which was formerly known as Mining & Minerals Engineering, are the same as for Engineering (MPR) (See paragraph 8.4.1). This course is available only at the University of Moratuwa.



8.4.3 Engineering (TM) - Textile & Clothing Technology

8.4.4 Physical Science

(Proposed Intake - 1575)



In order to be eligible for admission to a course of study in Physical Science, a candidate should have obtained at least ‘S’ Grades in three subjects listed below, provided that the subjects so passed must include Combined Mathematics or Higher Mathematics and Chemistry or Physics;

8.4.5 Computer Science

(Proposed Intake - 240)


In order to be eligible for admission to a course of study in Computer Science offered by the University of Colombo School of Computing, a candidate should have obtained at least a Credit Pass in Combined Mathematics or Physics or Higher Mathematics and at least S Grades in two other subjects listed below;

This course is conducted on a modular basis and based on their performance in the first two years, students would be selected for a four-year special degree program or for a three-year degree program in Computer Science.



8.4.7 Applied Sciences (Physical Science)

Candidates who have studied in the Physical Science stream may note that they could also seek admission to Quantity Surveying / Built Environment / Design (Architecture) / Textile & Clothing Design / Law / Management Studies (SV) / Arts (SAB) / Surveying Science / Information Technology / Management & Information Technology / Town & Country Planning / Peace & Conflict Resolution, provided that they have fulfilled the entry requirements for those courses of study.



8.5 INFORMATION TECHNOLOGY (IT) / MANAGEMENT & INFORMATION TECHNOLOGY (MIT)
(Proposed Intake: IT – 100; MIT – 50)



In order to be eligible for admission to a three year General Degree or four year Special Degree Programme leading to B.Sc. Information Technology offered by the University of Moratuwa and B.Sc. (Management & Information Technology) offered by the University of Kelaniya, candidates should have qualified for university admission with at least a credit (C) pass in one of the following subjects at the G.C.E. (A/L) Examination;

Higher Mathematics Combined Mathematics

Mathematics Physics





Candidates who sat the G.C.E. (A/L) Examination in the Science Stream only are considered for admission to the MIT programme conducted by the University of Kelaniya.



In addition, candidates should have passed in the Aptitude Test, which will be conducted by the respective Universities.



The University concerned will publish a press notice calling for applications to sit the aptitude test and candidates may contact the Registrar of the respective University or the Deans of the respective Faculties for further particulars.





8.6 QUANTITY SURVEYING / SURVEYING SCIENCE / TOWN & COUNTRY PLANNING



8.6.1 Quantity Surveying (Building Economics)

(Proposed Intake – 50)



In order to be eligible for admission to a course of study in Quantity Surveying (Building Economics), a candidate should have offered at least one subject from;



Combined Mathematics Higher Mathematics



and other subject/subjects from the following list;



Accounting Economics

Business Statistics Management

Business Studies Physics

Chemistry



In addition, candidates should have satisfied the following requirements at the G.C.E. (O/L) Examination.

(a) At least a credit pass in Mathematics I or II

(b) At least a pass in Science I or II

(c) At least a credit pass in English Language



(Candidates are required to submit the G.C.E (O/L) Certificate along with the application for University Admission. Failure to submit it within one month of the closure of applications will result in rejection of the application for Quantity Surveying.



This four-year degree course is available only at the University of Moratuwa.



8.6.2 Surveying Science

(Proposed Intake - 50)



In order to be eligible for admission to a course of study leading to B.Sc. (Surveying Science), a candidate should have obtained at least ‘S’ Grades in Physics, Combined Mathematics and in any other subject available at the Examination. This four-year degree course is available only at the Sabaragamuwa University of Sri Lanka.

8.6.3 Town & Country Planning

(Proposed Intake – 50)



In order to be eligible for admission to a course of study leading to a B.Sc. Degree in Town & Country Planning offered by the University of Moratuwa, a candidate should have passed at least in two of the following subjects;

In order to be eligible for admission to a course of study in Built Environment/ Architecture; Design (Architecture); Textile & Clothing Design at the University of Moratuwa, a candidate should have offered;

(h) at least one of the following subjects;

(b) A credit pass in Mathematics I or II at the GCE (Ordinary Level) Examination or a pass in Mathematics at the GCE (Advanced Level) Examination.



(c) A pass in the Aptitude Test, which will be held by the University of Moratuwa.



The course of study in Architecture leading to a Bachelor of Architecture is a full professional five (05) year degree programme. However candidates may discontinue studies if they wish to do so, after three (03) years of study with part professionally qualified degree of B.Sc. (Built Environment).





NOTE Candidates are required to submit the G.C.E. (O/L) Certificate along with the application for university admission. Failure to submit it within one month of the closure of applications will result in rejection of the application for Built Environment / Design (Architecture) / Textile & Clothing Design.

A Press Notice calling for applications to sit the Aptitude Test will be published by the University of Moratuwa. Candidates may contact the Registrar of the University of Moratuwa for further particulars.



8.8 LAW

(Proposed Intake – 250)

(University of Colombo – 200 / University of Jaffna – 50)
In order to be eligible for admission to a course of study in Law, a candidate should have offered;

(a) three subjects from the following list;

Failure to submit it within one month of the closure of applications will result in rejection of the application for Law).



9 COURSE PREFERENCES


9.1 Every candidate should clearly indicate in the application for admission the courses of study to which he/she seeks entry. Candidates will not be considered for the courses of study to which they have not marked a preference. They can apply for any number of courses if they are qualified to be considered for those courses. If a candidate wishes to be considered for two or more courses of study, such courses of study should be indicated in descending order of preference.



No candidates will be permitted to change the order of preference after one month of the closing date of applications.

9.2 A complete list of the courses of study available is set out in Annex I. Students should be guided by this Annex when selecting the courses they wish to follow. However, when indicating the courses of study according to their order of preferences, candidates should clearly understand that they would be selected only for the courses of study mentioned under 7.2 and not for a particular university or a particular subject combination of a university stated in Annex 1.



9.3 When a candidate has indicated preferences for two or more courses of study, he/she will, in the first instance, be considered for admission to the course to which he/she has given first preference. If the candidate is not selected for that course, he/she will be considered next for the course of study he/she has given second preference in the application. This process is illustrated by the following example:



Assume that a candidate has indicated in his application ten courses of study in the following order of preference;



1. Medicine

2. Dental Surgery

3. Veterinary Science

4. Agriculture

5. Food & Nutrition

6. Applied Science (Bio. Science)

7. Biological Science

8. Law

9. Architecture

10. Management Studies (SV)



This candidate will be considered first for Medicine, then for Dental Surgery, next for Veterinary Science and so on according to his/her order of preference until he/she is selected or is found not to qualify for any of these ten courses of study. Let us presume that his/her Z score, which is inadequate for both Medicine and Dental Surgery qualifies him/her for admission to Veterinary Science, he/she will then be selected for Veterinary Science and will not be considered for any of the preferences given in 4 to 10 above.



9.4 Candidates will not be permitted to change the course of study for a lower preference indicated by the applicant, once selections have been finalised.



10 APPLICATION PROCEDURE



10.1 Applications for admission will be invited by the UGC by means of Notices published in the Press. Every application for admission should be made in the prescribed form given in this Handbook. The Handbook can be obtained from any authorised agent of the UGC on payment of Rs. 150/-.



10.2 It will be the responsibility of each applicant to perfect and return the application form together with the relevant documents to be received by the UGC before the due date. The last date for the receipt of applications for admission will be specified in the Press Notice referred to above. Candidates should take special care to fill accurately the Computer Data Sheet that accompanies the application form. Failure to submit the relevant documents and certificates along with the application may result in rejection of the application for university admission.



10.3 Every candidate who sat the G.C.E. (A/L) Examination as a School Candidate must have his/her application for admission certified by the Head of the School concerned from which the candidate presented himself/herself for the GCE (Advanced Level) Examination to obtain the minimum requirements for admission. Every candidate who sat the G.C.E. (A/L) Examination, as a Private Candidate should have his/her application attested by a Justice of Peace.

11 ASSIGNMENT OF STUDENTS TO UNIVERSITIES


11.1 Those who come within the top 10% of marks in a particular course of study will be given the university of their first choice.



11.2 Other students will be assigned to universities on the basis of the following factors;



(a) order of Z - Score



(b) order of preference indicated by the candidate



(c) the District from which the student has been selected for admission



11.3 The successful candidates will be informed of their course of study and the university to which they have been selected. If they accept the offer they should register with the university concerned when called upon to do so or within the time period stipulated by the UGC.

12 FILLING OF VACANCIES


Vacancies may arise as a result of non-registration of students selected under the normal intake. These are filled on the following basis;



(a) Vacancies due to non-registration of students selected under the merit quota will be filled on an all island merit basis.



(b) Vacancies due to non-registration of students selected under the district quota will be filled on a district merit basis. Vacancies in a particular district will be filled with students from the same district.



(c) When an additional number of students have been selected over and above the quota due to clustering of students at the same mark point, such additional number will be deducted from the number of vacancies and only the balance will be filled.



(d) Vacancies in any course of study will not be filled after the commencement of the academic programme of the university concerned without the consent of the Dean of the respective Faculty.



(e) Candidates once registered in a course of study on the basis of the results of the G.C.E (A/L) Examination held in 2004 may accept the course of study to which he/she would be elevated according to the higher preference indicated by him/her in the application for admission, when filling vacancies.



NOTE:

In the event the candidate does not register for the course of study to which he/she has been elevated, he/she is deemed to be a registered student for the previous course of study.





13 POSTPONEMENT OF ADMISSION


13.1 If any candidate selected for admission to a university is desirous of obtaining a postponement of his/her admission, he/she may be granted such postponement provided that the university concerned is satisfied with the reasons adduced by the candidate.



13.2 In every such case, the student should register with the university to which he/she has been assigned in the first instance, and an application be made to the Registrar of the University concerned indicating the specific grounds on which a postponement is sought before the commencement of the academic year.



13.3 The maximum period for which such postponement is given will be one academic year.



13.4 When a postponement is given, the candidate will be admitted to the same course of study for which he/she was selected earlier. Any candidate obtaining a postponement of admission will not be eligible to seek admission to any other course of study on the basis of the results of a G.C.E (A/L) Examination held in a later year (that is after 2004).

14 TRANSFER OF STUDENTS


14.1 A student who wishes to get an inter-university transfer should make a written appeal to the Appeals Committee under Paragraph 15 (c) below.



14.2 Every such student who seeks an inter-university transfer should get him/herself registered with the university to which he/she has been assigned in the first instance. Transfers can be made only within the same course of study in different Universities. There is no guarantee that every appeal for a transfer will be accommodated.



14.3 No requests for mutual transfers will be entertained.



15 APPEALS


After the completion of selection of candidates for admission for the Academic Year 2004/2005, the UGC will appoint an Appeals Committee to investigate and report on appeals made by candidates regarding admission. Appeals will be entertained from the following;



(a) Applicants who fall within the declared minimum Z Score for selection for a particular course of study but not selected, subject to provisions made in Section 9 of this Handbook.



(b) Applicants who have been selected for a particular course of study, but consider that they qualify to be selected for another course of study indicated by them, subject to provisions made in Section 9 of this Handbook.



(c) Applicants who request that they be assigned to another university for a justifiable reason.



The Appeals Committee will not consider appeals made in respect of the following and such appellants are hereby informed that their appeals will not be acknowledged and payments will not be refunded.



i . Failure to apply for a particular course of study

ii . Changes in the order of preferences for different courses of study after selections are finalised

iii . Admission under special Provisions

iv . Admission for Special Subjects under an additional intake



Those who wish to make an appeal should do so in writing according to the format appended below and send under registered cover to reach the Secretary, Appeals Committee on University Admissions, c/o University Grants Commission, No. 20 Ward Place, Colombo 07, within four (4) weeks from the date of publishing the Cut-Off-Points (COPs).



A payment of Rs. 200/- should be made for every appeal. This payment should be made to the credit of the UGC Collection Account No. 4530800798 at Torrington Branch of the Bank of Ceylon or Collection Account No. 1010005109 at Town Hall Branch of the People’s Bank by filling in the paying-in-voucher specially printed for payment of cash to the UGC. Every appeal should be accompanied by the counterfoil of the paying-in-voucher authenticated by the seal of one of the above-mentioned banks and the signature of an Authorised Officer on such counterfoil. No appeals will be accepted without this payment.

16 OBJECTIONS


Persons, who wish to object to the selection of a particular student for a given course of study on the ground that he/she is not qualified for selection, can do so in writing to the Additional Secretary (University Admissions), University Grants Commission, 20 Ward Place, Colombo 07.



When a complaint is made, the complainant should give as much information as possible about the student whose selection is objected to, stating the nature of the objection and wherever possible produce documentary evidence in support of the objection.

INTRODUCTION

The university system in Sri Lanka operates within the framework laid down by the Universities Act No. 16 of 1978. Selection of students for admission to undergraduate courses in universities is assigned to the University Grants Commission (UGC) under the above Act. Accordingly, at present the UGC selects students for admission to undergraduate courses in the following twelve (12) National Universities and four Institutes which have been set up under the Universities Act.

MINIMUM REQUIREMENTS FOR ADMISSION
Selection of students for university admission is based on the results obtained by candidates at the General Certificate of Education (Advanced Level) Examination of Sri Lanka. Candidates who are pronounced eligible by the Commissioner General of Examinations having passed in three prescribed subjects and the Common General Test are eligible for university admission at present.

3.1 Candidates with impressive results at a foreign examination held outside Sri Lanka, deemed equivalent to G.C.E. (Advanced Level) Examination of Sri Lanka are also eligible to apply for admission to universities in Sri Lanka.

(a) Applicants are advised to attach to their applications a letter (original) obtained from the Examinations Board concerned, that their educational qualifications are equivalent to the G.C.E (A/L) Examination of the University of London or for admission to a university in their own country to follow an undergraduate course of study leading to a Bachelor Degree.

(b) Applicants must make sure that all required passes should be obtained in one and the same sitting under a recognized Board of Examinations.

3.2 In order to become eligible for admission under this special provision,

(a) Sri Lankan candidates should have studied abroad for a period of not less than five years immediately prior to sitting the qualifying examination. N.B - Applicants must provide documentary proof.

(b) In the case of the children of Sri Lankans attached to Sri Lanka diplomatic missions abroad or on foreign assignments sponsored by the Government of Sri Lanka, candidates should have studied abroad at least for a period of 03 years in the six year period prior to sitting the qualifying examination.

NB- Applicants must provide documentary proof.

3.3. Candidates with High School Diploma should have passed the Scholastic Aptitude Test (SAT) and Test of English as a Foreign Language (TOEFL) in addition to the High School Diploma.

3.4. Documentary evidence in proof of the availability of sufficient funds.

ENGLISH LANGUAGE PROFICIENCY

English is the medium of instruction. Accordingly, an applicant whose primary language is not English or whose previous education has been conducted in another language, must demonstrate a command of English sufficient to meet the demands of classroom instructions, written assignments and participation in tutorials and discussions. Therefore applicants whose primary language is not English or whose previous education has not been in English must provide evidence of proficiency in English i.e. achieve a minimum score of 550 on the Test of English as a Foreign Language (TOEFL) or achieve a minimum score of 6.5 on the International English Language Testing System (IELTS) etc.

SUBJECT PRE-REQUISITES AND PARTICULARS OF COURSES OF STUDY
In addition to the minimum admission requirements specified above, candidates have to fulfill certain subject prerequisites in order to qualify for admission to a particular course of study. Subject prerequisites which have to be satisfied by the applicants with local qualifications for each course of study are given in the annexed Schedule. Applicants with foreign qualifications too are required to have passed/offered (as the case may be) the subjects equivalent to those given in the Schedule.

ACADEMIC YEAR
The academic year of the Universities which follow the old system consists of three terms. The Universities which follow the semester system has two semesters per year. The date of commencement of the first term/semester of a particular academic year may vary from one institution to another or from one faculty of an institution to another. No students will however be admitted except as from the commencement of the first term of the academic year. It is planned to have a common academic year for all the universities commencing from October 2003, in which case the academic year will be from October of a particular year to September of the following year.

HOW TO APPLY
Every application for admission should be made in the prescribed form obtainable from the University Grants Commission.

(a) Foreign students seeking admission to universities in Sri Lanka should forward their applications to the Additional Secretary (University Admissions), University Grants Commission, No.20, Ward Place, Colombo 07, through Secretary, Ministry of Foreign Affairs, Republic Building, Colombo-01, Sri Lanka and the Government of applicant's country.

(b) Sri Lankan students with foreign qualifications should send their applications direct to the Additional Secretary (University Admissions), University Grants Commission, No. 20, Ward Place, Colombo – 07.

(c) Every application should be accompanied by a Bank Draft for US $ 10/- payable to the University Grants Commission, being the application processing fee. Applications which do not accompany the application processing fee will not be considered for admission.

(d) All Pakistani Nationals seeking admission to Universities in Sri Lanka should obtain the concurrence of the Ministry of Education, Government of Pakistan, Islamabad and attach the original of the 'No objection Certificate' to their applications.

(e) It shall be the responsibility of the applicant to ensure that his/her application is accompanied by all relevant supporting documents.

(f) Each application for admission should reach the Additional Secretary/University Admissions of the University Grants Commission at least 03 months prior to the proposed date of admission

(g) Failure to submit the relevant documents and certificates along with the application may result in rejection of the application for university admission under the foreign quota.

(h) Closing date for applications for the academic year 2004/2005 will be on 1st August 2004.

ACKNOWLEDGEMENT
The UGC will acknowledge the applicant the receipt of the application immediately after the application is received. The acknowledgment card merely indicates that the UGC has received the application and it does not mean that the application has been processed. .

SELECTION AND OFFER OF PLACES
The number of places reserved for this category of students is very limited and at present it is only 0.5 percent of the total number of places available in each course of study. For example, the number of places so reserved in Medicine is about 04 places, in Engineering – 03, Dental Surgery 01, Law 01, Agriculture 02, Management Studies 06 etc. Selections of candidates with foreign qualifications are based on the following order of priority;

(a) Children of Sri Lankan diplomatic personnel who are/have been stationed in other countries.

(b) Children of foreign diplomatic personnel working in Sri Lanka.

(c) Applicants from SAARC countries who seek admission on a self financing basis.

(d) Sri Lankan applicants not covered under (a) above.

(e) Other foreign applicants not covered under (b) or (c) above.

Once the selections are finalized, the successful candidates will be so informed by the University Grants Commission. Such candidates should make arrangements to get themselves registered at the respective Universities as early as possible in consultation with the Senior Assistant Registrar/Assistant Registrar (Student Registration) of the University.

All prospective foreign students should note that the Government of the Democratic Socialist Republic of Sri Lanka will not convert a tourist visa to a student visa. Therefore, no person who wishes to gain admission to a University should enter the country on a tourist visa and they should make arrangements to obtain student visas in advance.

ACCOMMODATION
In view of the limited hostel facilities available, the universities are not in a position to provide hostel accommodation to students gaining admission under this special provision. However, the Senior Assistant Registrar or the Assistant Registrar in charge of students welfare of the University to which the successful candidate is selected will assist such students to find suitable accommodation outside the university.

FINANCIAL ASSISTANCE
No scholarships or other financial assistance will be provided by the Government of Sri Lanka to candidates selected for admission under this special provision. They are required to bring with them sufficient funds in foreign currency for their maintenance whilst in Sri Lanka. It is estimated that at present about Rs. 4,000/= (Sri Lanka Rupees) will be required per month for this purpose apart from lodging which costs (Rs. 5,000/= – 10,000/=) depending on the location of the lodging.

FEES PAYABLE BY STUDENTS WITH FOREIGN QUALIFICATIONS
Those who are admitted to Higher Educational Institutions under the Special Provision of "Students with Foreign Qualifications" are liable to pay the following combined tuition and examination fees. Therefore the applicants should submit with their applications, documentary evidence in proof of the availability of sufficient funds. However, this will not apply to children of Sri Lankan diplomatic personnel who are/have been stationed in other countries.

"Everyone has the right to education... higher education shall be equally accessible to all on the basis of merit" - Article 26.1 of the Universal Declaration of Human Rights

"In 1971, a system of standardisation of marks was introduced for admissions to the universities, obviously directed against Tamil-medium students (referred to earlier). K.M. de Silva describes it as follows:

'The qualifying mark for admission to the medical faculties was 250 (out of 400) for Tamil students, whereas it was only 229 for the Sinhalese. Worse still, this same pattern of a lower qualifying mark applied even when Sinhalese and Tamil students sat for the examination in English. In short, students sitting for examinations in the same language, but belonging to two ethnic groups, had different qualifying marks.'

He observes that by doing this in such an obviously discriminatory way, 'the United Front Government of the 1970s caused enormous harm to ethnic relations.'

This was not the end; in 1972 the 'district quota system' was introduced, again to the detriment of the Ceylon Tamils. The (Sinhalese) historian C.R. de Silva wrote:

'By 1977 the issue of university admissions had become a focal point of the conflict between the government and Tamil leaders. Tamil youth, embittered by what they considered discrimination against them, formed the radical wing of the Tamil United Liberation Front. Many advocated the use of violence to establish a separate Tamil state of Eelam. It was an object lesson of how inept policy measures and insensitivity to minority interests can exacerbate ethnic tensions .'

சிங்கள பேரினவாத அரசியல் தலைமைகளும் வடக்கு கிழக்குத் தமிழ் அரசியல்த் தலைமைகளும்
இன்று பல பத்திரிகையில் வெளிவரும் அரசியல் கட்டுரைகளை எழுதும் எழுத்தாளர்கள் அனைவரும் பல உண்மைகளை வெளிப்படுத்தி வருகிறார்கள்.
இந்த உண்மை நிலைகளை, தமிழீழ விடுதலைப்புலிகள் ஆதரவு நிலைப் பத்திரிகைகளில் வெளிவந்துள்ள பல கட்டுரைகளில் பொதுவாகக் காண முடிகிறது.
தமிழீழ விடுதலைப்புலிகள் அமைப்பை ஆதரிக்காத தனிநபர்கள், அமைப்புகள் அல்லது ஊடகங்கள் அனைத்தும் தமிழின விரோதச் சக்திகள்| எனச் சுட்டி நிற்கும் இந்த ஆதரவு நிலை ஊடகங்கள், பல சந்தர்ப்பங்களில் தங்களை அறியாமல் பல உண்மைகளை தமிழீழ விடுதலைப்புலிகள் அமைப்புக் கெதிராக போட்டுடைக்கின்றன.
இதற்கு காரணம், தேசியத்தலைவர்| அல்லது தமிழினத் துரோகிகள்| என்ற சொற்களைக் கொண்டிருந்தால் அது ஒரு அரசியல் கட்டுரையென இவ்வூடகங்களின் ஆசிரியர்கள் எண்ண முற்பட்டிருப்பதேயாகும்.
ஈழநாதம்| பத்திரிகை;காக சங்கரன் என்பவரால் எழுதப்பட்ட ஈழத்தமிழர் விடுதலை இழுபறியாவது ஏன்?| என்ற தலைப்பிலான அரசியல் கட்டுரையை தமிழ் நாதம்| என்ற இணைய தளம் வெளியிட்டிருக்கிறது. (மார்ச்)
சங்கரன் தனது கட்டுரையில், அடம்பன் கொடியும் திரண்டால் மிடுக்கு| என்பது போல் தமிழ் இளைஞர்கள் ஐக்கியப்பட்டிருந்தால் தமிழீழம் என்ற தனிநாடு அன்றே உருவாகியிருக்கும்....|| என்று குறிப்பிடுகிறார்.
சங்கரன் குறிப்பிடும் அன்றே உருவாகியிருக்கும்| என்ற உண்மையை நாம் கொஞ்சம் நிதானித்து உற்று நோக்குவோம்.
அன்றே எனக் குறிப்பிடுவது அனேகமாக 1986 ஆம் ஆண்டு காலப்பகுதியைத்தான். இக்காலப்பகுதியில் நடந்த மிக முக்கியமான நிகழ்வாகக் கருதப்படுவது, ஆயுதப்போராட்ட அமைப்புகளுக்கிடையில் ஏற்பட்ட சிறு சிறு முரண்பாடுகளும் அல்லது நடைமுறைச் சிக்கல்களும் ஆகும்.
ஆனால், இந்த முரண்பாடுகள் அல்லது நடைமுறைச் சிக்கல்களைப் பேசித் தீர்க்கச் சந்தர்ப்பம் இருந்தும் அவ்வழியைக் கையாளாமல் முதலில், தமிழீழ விடுதலைப்புலிகள் அமைப்பு அழித்தொழிக்கும் நடவடிக்கையை தமிழீழ விடுதலை இயக்கத்தின் மீது ஆரம்பித்தது. அதுமட்டுமல்ல தொடர்ந்தும் ஏனைய அமைப்புகள் மீதும் அழித்தொழிக்கும் நிகழ்வைக் கைக்கொண்டது.
இந்நிகழ்வு தனித்தேசப் போராட்டத்தின் திசையில் பெரும் மாற்றத்தை ஏற்படுத்தியதெனக் கூறலாம். ஏனெனில், பிற்காலத்தில் சந்தர்ப்பம் கிடைத்த சமயத்தில் மற்றைய அமைப்புகளும் இந்த அழித்தொழிக்கும் நடவடிக்கையில் இறங்கியிருந்தன.
ஆகவே, சங்கரனின் கருத்து உண்மையானது. இப்படியான பல கருத்துக்களை திரும்பவும் நினைவுக்கு கொண்டுவரும் நிலையை இக்கட்டுரைகளில் காண முடிகிறது. ஒரு படைப்பாளன் துதிபாடுதல் அல்லது திட்டித்தீர்த்தல் என்ற வரையறையைவிட்டு வெளியே வந்து கருத்தியல் ரீதியாக படைப்புகளை உருவாக்க வேண்டும்.
மேலும் சங்கரன் தனது கட்டுரையில் குறிப்பிடும் மிக முக்கியமானது ஏதுவெனில், ... தமிழர்கள் தம் உரிமைகளை பிரபாகரன் வாழும் காலத்தில் பெற்றுவிட வேண்டும். இல்லையேல் தமிழர் சுதந்திரம் என்பது கேள்விக்குறியாகவே மாறும்......||
இது சங்கரனின் பயம் மட்டுமல்ல, அனேகமான தமிழீழ விடுதலைப்புலிகள் அமைப்பு ஆதரவு நிலையாளர்களிடம் இந்நிலையே காணப்படுகிறது. இதை, இக்கட்டுரையாளர் ஒரு விசுவாச வெளிப்பாடாகவும் கருதுகிறார்.
இலங்கையின் வடக்கு கிழக்குத் தமிழர்களின் உரிமைப் போராட்டத்தின் தீர்வுக்கு இன்று ஒரு கால அளவைத் தீர்மானிக்கும் இவர்கள், ஏன்? இந்த ஆயுதப் போராட்டம் பல வருடங்களை எடுத்துக் கொண்டது என்பதைப் பற்றி ஒரு வினாக்கூட எழுப்பாமல் இருக்க முடிகிறது.
தமிழ்த்தேசத்திற்கான ஆயுதப்போராட்டம் ஆரம்பிக்கப்பட்டு மூன்று தசாப்தங்களை நெருங்கிக் கொண்டிருக்கும் சூழலிலும் ஒரு தீர்வினை காணமுடியாமல் இருப்பதுவும் மிக முக்கியமாக இப்பயத்தினைத் தோன்றுவித்திருக்கலாம்.
ஒர் அமைப்பானது தனிநபரைச் சுற்றிக் கட்டப்படுவதனால் ஏற்படும் விளைவுகளை, தமிழ்த்தனித்தேச ஆயுதப் போராட்ட அமைப்புகளும் அதன் தலைமைகளும் வெளிப்படுத்தி நிற்கின்றன. இச்சூழ்நிலையும்; இந்தப் பயத்தினை முன்வைக்கச் செய்திருக்கலாம்.
இப்போக்கு பல உடைவுகளை ஏற்படுத்தியிருக்கிறது. அமைப்பு உடைவுக்கு வேறு பல காரணம் சொல்லப்பட்டாலும் முதல் காரணம் இதுவேயாகும். இந்த உண்மையை, பல புதிய ஆயுதப் போராட்ட அமைப்புகள் தோன்றிய வரலாறு சொல்லி நிற்கிறது.
ஆயுதப்போராட்டச் சூழ்நிலையைவிட, இலங்கை சுதந்திரம் அடைந்த காலப்பகுதியிலும் தமிழ் அரசியல்ச்சூழலில் இந்நிலையே காணப்பட்டிருக்கிறது.
இலங்கையின் வடக்கு கிழக்குத்தமிழர்கள் தந்தை செல்வநாயகம் அவர்கள் மீது பெரும் நல்லெண்ணமும், அதே நேரத்தில் சிங்கள பேரினவாதப் போக்கிற்கு சரியான தலைமையும் இவரே என வாரிந்து கட்டிக்கொண்டிருந்தார்கள். ஆனால், இவரால்கூட அவருடைய வாழ்நாளில் இலங்கையின் வடக்கு கிழக்குத் தமிழர்களின் பிரச்சினைகளுக்குத் தீர்வை எட்ட முடியாமல் போயிருந்தார் என்பது இங்கு கவனிக்கப்பட வேண்டிய தொன்றாகும்.
சிங்கள பேரினவாத ஆட்சியாளர்களிடத்தில் ஒரு சந்தர்ப்பத்தில் கடும்போக்கையையும் மறு ஒரு சந்தர்ப்பத்தில் தளர்வு நிலையையும் கடைப்பிடிக்கும் நிலையே தமிழ் அரசியல்த் தலைமைகளிடத்தில் காணப்படும் ஒரு பொதுவான இயல்பு.
சிங்கள பேரினவாத ஆட்சியாளர்களுடன் பல பேச்சுவார்த்தை களை நடாத்தியிருக்கும் தமிழ் அரசியல்த் தலைமைகள்;, ஒவ்வொரு தடவையும் சிங்கள பேரினவாத ஆட்சியாளர்களின் குணயியல்பு அல்லது போக்குகளை நன்கு அறிந்து கொள்ள முடிந்திருக்கும்.
தந்தை செலவநாயகம் அவர்கள் சிங்கள பேரினவாத ஆட்சியாளர்களுடன் அஹிம்சை ரீதியாக தமிழர்களின் பிரச்சினைக்குத் தீர்வு காண முடியுமென நம்பிக் கொண்டிருந்த வேளையில், அஹிம்சை ரீதியாகப் பிரச்சினையைத் தீர்க்க முடியாதென ஆயுதப் போராட்டத்தைத் தொடங்கிய பிரபாகரன் அவர்கள் இன்று பேசித் தீர்ப்பதெனச் சொல்லிக் கொள்வது வேடிக்கையானதாகும்.

இங்கு மீண்டும் எமது முன்னாள் அரசியல் தலைவர்களைப் பற்றி பார்க்க வேண்டியிருக்கிறது. தமிழில் இதற்கான ஒரு நல்ல வழக்கு மொழியுண்டு. ||சுத்திச் சுத்தி சுப்பற்றைக் கொல்லைக்குள்ள....||
ஜி.ஜி.பொன்னம்பலம் அவர்கள் வீராப்போடு, ஐம்பதுக்கு ஐம்பது கேட்டு, பிரித்தானியா சென்றவர், முடியவில்லையென்பதற்காக மௌனமாகத் திரும்பி வந்து கடல்த்தொழில் அமைச்சரானார்.
ஈழத்துக்காந்தி, தந்தை செல்வநாயகம் அவர்கள் அஹிம்சை ரீதியாக தமிழர்களின் அரசியல் பிரச்சினைக்குத் தீர்வு காணலாம் என்றவர், கடைசி காலத்தில் தனித்தேசமே தீர்வு என்றார்.
தமிழ் மக்களின் அரசியல் பிரச்சினைக்குத் தனித்தேசம்தான் சரியான தீர்வு என, வீராப்போடு ஆயுதப் போராடத்தில் இறங்கிய டக்ளஸ் தேவனாந்தா அவர்கள், இன்று அமைச்சராகியுள்ளார்.
இதற்கு தமிழீழ விடுதலைப்புலிகள்தான் காரணமெனக் கூறுவது சரியானதாக இருந்தாலும், சிங்களப்பேரினவாத ஆட்சியாளர்களுடன் கூட்டுச் சேர்ந்திருந்த 15 வருட காலத்தில் என்ன தீர்வினை நெருங்கி வர முடிந்தது.
தமிழ் மக்களின் அரசியல் பிரச்சினைக்கு தனித்தேசம்தான் சரியான தீர்வு என, வீராப்போடு ஆயுதப் போராடத்தில் இறங்கிய பிரபாகரன் அவர்கள், இன்று இடைக்கால நிர்வாக சபை என்று ஐக்கிய இலங்கைக்குள் தீர்வு என்கிறார்.
பொ.ஜெயராஜ் அவர்களே! சங்கரன் அவர்களே! சிங்கள பேரினவாத ஆட்சியாளர்கள் தமிழ் அரசியல் தலைமைகளை ஒரு அரசியல்த் தலைமையாக எண்ணியிருக்கிறார்களா?
தமிழ் அரசியல்த் தலைமைகளின் பலவீனங்களை நன்றாகப் புரிந்து வைத்துக் கொண்டு, அதை சிங்கள பேரினவாத ஆட்சியாளர்கள் தங்களது நலன்களுக்குப் பயன்படுத்துகிறார்கள். இது அவர்களது தவறல்ல.
சிங்கள பேரினவாத அரசியல் தலைமைகள் ஏவராக இருந்தாலும் சிங்கள வரலாற்றில் துரோகி|| என்ற பாத்திரத்தை வகிக்க விரும்ப மாட்டார்கள் என்பதை தமிழர் தரப்பு புரிந்து கொள்ள வேண்டும்.
முதல் கோணல் முற்றிலும் கோணல்...|| என்ற தமிழ் வழக்கு மொழிக்கேற்ப, 1986 ஆம் ஆண்டு நடந்த அந்தச் சம்பவத்தினால் தான் இன்று இந்தத் தழும்பல் அரசியல் நிலையாகும்.
இங்கு சிங்கள பேரினவாத ஆட்சியாளர்கள் மாற்றமடைந்திருக்கின்றனரா? இல்லையே, தமிழ் அரசியல்த் தலைமைகளே மாற்றத்திற்கு உட்பட்டிருக்கிறது.
ஜே.வி.பி. உட்பட பல முன்னாள் தமிழ் ஆயுதப்போராட்ட அமைப்புக்களை ஜனநாயக வழிப்பாதைக்குக் கொண்டு வந்த பெருத்த அனுபவம் சிங்களப் பேரினவாத ஆட்சியாளர்களுக்கு உண்டு.
தமிழ் ஆயுதப்போராட்ட அமைப்புக்களை ஜனநாயகப் பாதைக்கு கொண்டு வருவதற்கான பெரும் முயற்சியில் சிங்களப் பேரினவாத ஆட்சியாளர்களுக்குப் பெரும் பங்களிப்பினைத் தமிழீழ விடுதலைப்புலிகளே வழங்கியிருந்தனர் என்பது குறிப்பிடத்தக்கது.
1982ஆம் ஆண்டு, இலங்கை பாராளுமன்றத்தில் கொண்டு வரப்பட்ட 6வது திருத்தச்சட்டத்தை எதிர்த்துக் கொண்டு, தமது உறுப்பினர் பதவிகளைத் துறந்து இந்தியாவுக்குச் சென்ற மிதவாத அமைப்பான தமிழர் விடுதலைக் கூட்டணி, 1988 ஆம் ஆண்டு தொடக்கம் திரும்பவும் பாராளுமன்றத் தேர்தலில் போட்டியிட்டு வருகின்றது.
23 வருடங்களாகியும் இன்னுமும் 6வது திருத்தச்சட்டம் திருத்தப்படவில்லையென்பது இங்கு கவனிக்கப்பட வேண்டியதொன்றாகும். இது தமிழ் மக்களின் பலவீனமானதன்று. இது தமிழ் அரசியல்த் தலைமைகளின் பலவீனமானது.
தமிழ் அரசியல்த் தலைமைகளின் நடைமுறைச் செயல்பாடுகளின் முரண்பாடுகளின் பெருத்த அனுபவமே இன்றைக்கு சிங்கள பேரினவாத தலைமைகள், பிரச்சினையைத் தீர்ப்பதற்கு மாறாக தொடர்ந்தும் தமிழ் அரசியல் அமைப்புகளை பலவீனமாக்கும் முயற்சிகளை முன்னெடுக்கத் தூண்டுபவையாக அமைகிறது.

The standardization system introduced by the Sinhala government in 1971 acted as a stumbling block against Tamil students gaining entry to Universities after finishing high school.
 

"Everyone has the right to education... higher education shall be equally accessible to all on the basis of merit" - Article 26.1 of the Universal Declaration of Human Rights

"In 1971, a system of standardisation of marks was introduced for admissions to the universities, obviously directed against Tamil-medium students (referred to earlier). K.M. de Silva describes it as follows:

'The qualifying mark for admission to the medical faculties was 250 (out of 400) for Tamil students, whereas it was only 229 for the Sinhalese. Worse still, this same pattern of a lower qualifying mark applied even when Sinhalese and Tamil students sat for the examination in English. In short, students sitting for examinations in the same language, but belonging to two ethnic groups, had different qualifying marks.'

He observes that by doing this in such an obviously discriminatory way, 'the United Front Government of the 1970s caused enormous harm to ethnic relations.'

This was not the end; in 1972 the 'district quota system' was introduced, again to the detriment of the Ceylon Tamils. The (Sinhalese) historian C.R. de Silva wrote:

'By 1977 the issue of university admissions had become a focal point of the conflict between the government and Tamil leaders. Tamil youth, embittered by what they considered discrimination against them, formed the radical wing of the Tamil United Liberation Front. Many advocated the use of violence to establish a separate Tamil state of Eelam. It was an object lesson of how inept policy measures and insensitivity to minority interests can exacerbate ethnic tensions .'

The patience of the Tamils began to wear thin already in the beginning of 1971 when the misnomer called "standardization", was introduced purely to curb the entry of Tamil students into Universities and with that the Tamil community and especially the Tamil youth became politically conscious of their present and future in the island State. They began to look critically at the type of treatment meted out to them by the Sinhala government. Forced occupation and colonisation of Tamil lands with Sinhala hoodlums and ex-convicts further complicated matters. The periodic anti-Tamil pogroms punctuated the inter-ethnic hostility nurtured by the governments in power and their unilateral actions. The Tamils had borne the brunt of Sinhala hatred and enmity for over two decades after independence. Their leaders were intimidated by the armed might of the State. The stage for ready for more youthful and militant Tamil political visionaries to enter.
 

தமிழீழ விடுதலைப் போராட்டத்தின் காரணிகளில் கல்விதரப்படுத்தல் என்பது முக்கியமானது. அதனை "வால் கட்டிக் கொண்டு" சொன்னால் மாற்றிவிடலாம் என்று பலர் நினைத்தார்கள். அவர்கள் காலகதியில் காணாமல்போனதே வரலாறானபோது, மேலே கருத்துகளை கூறியவரின் கருத்தும் அப்படித்தான் என்பதை குறிப்பிடவேண்டிய அவசியம் கருதியும், தவறான கற்பிதங்களை தவிர்க்கும் நோக்குடன் சில விடயங்களை குறிப்பிடவிரும்புகிறேன்.

1970 ஆண்டு நடைமுறைக்கு கொண்டுவரப்பட்ட தரப்படுத்தல் சட்டமானது இனரீதியான ஒடுக்குமுறையை கொண்டது என்பது வெள்ளிடைமலை. அத் தரப்படுத்தல் நடைமுறையானது பல்வேறு கட்டங்களில் விரும்பியோ விரும்பாமலோ மாற்றப்பட்டு இறுதியாக உள்ள நடைமுறைத்திட்டமே இசற் முறை தரப்படுத்தல் திட்டம். இது அண்மைக்காலத்தில் கொண்டுவரப்பட்ட நடைமுறை.

எனவே தற்போதைய நடைமுறையையுமம் 35 வருடங்களுக்கு முன்பிருந்த நடைமுறையையும் ஒன்றாக்கி வரலாற்றை குழப்பி விட வேண்டாம் என அன்புடன் கேட்டுக்கொள்கிறேன்.

பேராசிரியர் கருணாநந்தன் பரமுவேலனின் கருத்துச் சரியானது!தரப்படுத்தலால் பாதிப்படைந்த மேல்தட்டுத் தமிழரே வாழ்ந்தது கொழும்பிலும் யாழ்பாணத்திலும்தான்.இவர்கள் அப்பாவி மக்கள் வாழ்ந்துவரும் பின்தங்கிய மாவட்டங்களைப் பொருட்டாகவே எடுக்கவில்லை.தமிழ்வாணனுக்கு இந்தக் குள்ள நோக்கம் தெரியாது.அவர் சிறிய பையன்,முந்தா நாள் பெய்த மழைக்கு நேற்று முளைத்த காளான்.முளைத்து மூன்றிலைவிடமுன் வராலாறு பேசும் தமிழ்வாணனுக்கு'சிறுபிள்ளை செய்யும் வேளாண்மை விடிந்தும் வீடுவந்து சேரா'என்ற பழமெதழியை ஞாபகப் படுத்துதல் நலம்.
 

1971 இல் ஆரம்பிக்கப்பட்ட தரப்படுத்தல் இன விகிதாசாரத்தின் அடிப்படையில் ஆரம்பிக்கப்பட்டது. அதாவது 3:1 என்ற விகிதத்தில் 3 சிங்கள மாணவர்களுக்கு ஒரு தமிழ் மாணவர் என்ற விகிதத்தில் பல்கலைக்கழகங்களுக்கு அனுமதி முறையை கொண்டு வந்தது இந்த விகிதாசார தரப்படுத்தல்.

இது பெரும்பான்மையாக இருந்த சிங்கள மாணவர்களை விட தமிழ் மாணவர்கள் அதிகமாக பல்கலைக் கழகங்களுக்கு நுழைவதை தடுக்கும் நோக்கிலேயே கொண்டு வரப்பட்டது.

இந் நடவடிக்கை தமிழ்மாணவர்கள் மத்தியில் விரக்தியினை ஏற்படுத்தியதனூடாக சிங்கள அரசுகளுக்கு எதிரான போராட்ட மன உணர்வினை மாணவர்கள் மத்தியில் உண்டாக்கின.

இது உண்மையில் தமிழ் மாணவர்களின் வயிற்றில் அடித்த செயல் தான்.

ஆயினும் இந்த இன விகிதாசார முறையிலான தரப்படுத்தலானது பின்னர் மாவட்ட அடிப்படையிலான தரப்படுத்தலானது. (தற்போது நடைமுறையில் உள்ளது)

இங்கே ஒரு உண்மை இருக்கிறது. எந்த தரப்படுத்தல் தமிழ் மாணவர்களை கொதித்தெழ வைத்ததோ அதுவே தற்போது உரு மாறி தமிழ் மாணவர்களின் பல்கலைக் கழக அனுமதிக்கு சாதகமாயுள்ளது.

உண்மையில் தமிழ் மாணவர்கள் தற்போதுள்ள மாவட்ட ரீதியிலான தரப்படுத்தலினை நம்பியுள்ளார்கள் என்பது வரலாற்றின் முரண்.

தற்போதுள்ள மாவட்ட ரீதியிலான வெட்டுப்புள்ளிகளையே மதிற்பிற்குரிய பரமு ஐயா அவர்கள் இணையத்தளம் ஒன்றிலிருந்து admission form க்கான link கூட மிச்சம் விடாமல் copy செய்திருக்கிறார்.

தற்போதைய போர்ச்கசூழலில் இந்த மாவட்ட ரீதியிலான தரப்படுத்தல் முறையே தமிழ் மாணவர்களுக்கு ஆறுதலாக உள்ளது என்பது உண்மையே. அதில் சந்தேகமில்லை.

ஆயினும் இந்த தரப்படுத்தல் முறையினை இனவிகிதாசாரத்தின் அடிப்படையில் ஆரம்பித்து அதனூடாக தமிழ் மாணவர்களின் வெறுப்பை சிங்கள அரசு சம்பாதித்து கொண்டது.

பரமு ஐயா..உங்கள் பாடத்தினை ஏற்கனவே சில தேவைகளுக்காக குறித்த அந்த இணையத்தில சென்று பார்த்திருக்கிறேன்.
